It looks like he was focusing on the party leaders. The majority party leaders first. His donations to the folks on the agriculture panel don't seem to be excessive and are understood if he's trying to get a bill passed. Everything I've read says none of the changes he wanted were incorporated.
It's hard to peg this one as a party affiliation with the exception of that brain dead senator that was just elected.
