Shut down fracking, entirely. Shut down any oil pipelines being built (there are several). Shut down off shore oil drilling (which Obama tried to do [to various levels of success]). Prevent any new Nuclear Power Plants being built.

And suddenly you go from exporting oil to importing oil, and the price of gasoline jumps to $6 a gallon, minimum.
